The Clayton library is called the Mid-County Library and, as you must know, is a County library, not a City one, so why was it included in a library merger study?

What might make more sense is to look at the percent overlap in holdings of the two libraries for cost savings. And then try to see if future acquisitions might be spread between them to save the County and new City on such costs. Or, even of having the RH library join the County system, better yet.

Have any of these options been thought through as cost savings measures?
