Sixth Draft Copy of Final JSC Report for Review

Note:
This is the sixth draft copy of the JSC Final Report that will be discussed at the next General JSC meeting on Wednesday, September 26, 2007.

From Amy Hamilton (Richmond Heights City Manager): Any suggested further changes should be submitted to Jerry Bollato and Dan Human no later than next Wednesday. The co-chairs can then discuss any proposed changes and make revisions accordingly in time to send out a final draft before the next meeting. Thank you.

The "Conclusion" appears for the first time in draft 6. It waives the merge-the-municipality flag and in particular discusses St. Louis County.

The purpose of forming the JSC, as codified in the cities joint resolutions, is and always has been to "to carefully study the advantages and disadvantages of merging the two Cities . . . while considering further resource sharing, services consolidation, and new partnerships."

The study had nothing to do whatsoever with St. Louis County and whether the County has too many municipalities. The purpose of the study was not to take a leadership role in trailblazing the merger of municipalities. That's not why the JSC was formed. That's not what the JSC studied.

The JSC is urged to omit or temper this superfluous verbiage.
