The report provides a qualitative discussion of the pros/cons of possible scenarios regarding dissolution or amalgamation of the RH Library. However, the report presents no quantitative analysis. For example, the report does not address RH library income and expenses so that savings, if any, from shutting down the RH Library are undetermined. This is another example of a good start but an incomplete report where the process could have benefited from the expertise and guidance of a professional advisor.
