The minutes of the October 26, 2005 meeting of the JSC state: "Public meetings were held by both cities to involve the residents as much as possible in discussing the merger concept."

The minutes accurately record what was said. However, the statement is untrue. There have been no specific forums in either city offering opportunities for the public to comment at an open microphone.
